RemotePhoneControl allows you to view a Cisco IP phone from your workstation, regardless of your location or that of the telephone. That allows you to remotely troubleshoot a phone and show end users how to perform specific phone functions.
RemotePhoneControl is different from Cisco’s SoftPhone (which provides an actual telephone on your PC) in that RemotePhoneControl actually controls the remote telephone for testing, troubleshooting and training purposes.

CCM Express doesn't provide support for any applications that use XML Push, which includes RemotePhoneControl.
The piece that is missing is an authentication server for the phones to use to confirm that they should honor a push request from the applications.
Even though the phone firmware has a setting for an authentication URL, CCM Express lacks a facility to configure this setting, so it is not possible to support applications that need XML Push, and this is how RemotePhoneControl needs to communicate with the phones.
If a future version of CCM Express gains support for this URL, you should then be able to use such applications, but I am not aware of any such plans.
